A district it's a place added to a municipality and which is governed by its own mayor. Therefore, we can define the district as a subnational entity, that is, it is a territorial division that has a sovereign state at any level, generally in the administrative political, although it can also appear with military, judicial, ecclesiastical objectives, among others.
Typically, the subnational entity has a administration or a government local that will include counties, municipalities, provinces or localities with some autonomy in different matters.
So depending on the country, the district is a sub-national entity with autonomy of government and control over certain rights.
For example, in theRepublic Argentina, more precisely in the Province From Cordoba , the districts are materialized in the subdivisions of the departments. Because they do not have a government and governing bodies, the function that they mainly perform is cadastral. Thus in the province of Córdoba we find the Department of Calamuchita, which in turn is divided into the following districts:
Cañada de Alvarez, Molinos, Cóndores, Monsalvo, Reartes, Río de los Sauces and Santa Rosa. And in the case of Spain, the hamlet is a smaller local entity, equivalent to some autonomous communities, having full legal capacity and personality for the exercise of the competences that the legislation recognizes him. The hamlet in Spain depends on a municipality and may enjoy a greater or lesser autonomy with respect to it. In the territory Spanish there are around 3,000 districts, they are usually of a rural and characteristics of the provinces of Asturias, Cantabria and León.
In case of having the aforementioned autonomy, it will have an executive unipersonal body of direct election, the mayor. And it must also have a collegiate control body, which may never be less than two people or exceed a third of the number of councilors that make up the corresponding town hall.
All those agreements that are celebrated on dispositions of goods, credit operations and Forced expropriations must have the consent of the city council, being confirmed by this.
