The saying is that sharp and sententious popular saying that usually includes advice or a moral.
For example, a person who usually wakes up early to a comment about how very early that you usually wake up, you can answer the following in order to explain the reason for your behaviour: the early bird God helps… It is said that the sayings are sententious because they precisely affirm with forcefulness some question; in the previous case it would be the affirmation that God helps those who get up early, then, he will have a job, whoever does not will not have it.
