In Spanish, the word "purposeful" is not recognized, but is a barbarism taken from English, an Anglicism. However, by its function, we can identify what a propositional phrase is in two ways.
In the first place, in formal logic, a propositional phrase or proposition is an expression that contains a statement about a fact analyzed in a syllogism, stated in the form of a declarative sentence. Thus, from the comparison of two premises, a conclusion is obtained, which is summarized in a propositional phrase, in a proposition, which can later be used as a premise for a new syllogism. In this sense the correct expression is "proposition".
Second, we have the current usage derived from the administration treaties and which was incorporated into everyday language from the 70s of the last century. In this sense, its use derives from English, as opposed to the word proactive, which does not exist either. in Spanish, and that both words refer to the way of reacting to opportunities and adversities.
Thus, both points of view analyze the possibilities, disadvantages and advantages of a situation, and the difference lies in the mode of action: the purposeful person will talk about the solution, in the form of what can be done, what could be achieved, while the proactive person will speak in the sense of, after evaluating the risks and benefits, undertake the action.
This sense has passed to the daily sphere, and mainly to the so-called “Self-help books”, in which the reader is urged to change their propositional phrases (I wanted to know the price of the car), by affirmative sentences, which they call assertive (I want to know the price of the car), such as a way to go from the proactive attitude (good ideas, but without executing them), to the proactive attitude (you do what you He says).
So the propositional phrases they refer to what one might or want to do; opposing the assertive phrases that refer to what is done or will be done.
Example of propositional sentences in formal logic (propositions):
(Premise) Iron and copper are metals
(Premise) When exposed to air or water, a rust or patina is produced, different in color from metal.
(Premise) When the patina is heated to a certain temperature, the metal is obtained again and oxygen is released.
(Conclusion) Rust or patina is a process of combining oxygen with metals. Chemically it is an oxidation process.
(Proposition) Patina is produced by combining oxygen with a metal.
