The letter addressed to a public official is intended to address an authority, with the aim of communicating or requesting something. Because it is a formal letter, it has severity in the language, and must have personal or family language in its content, such as with affection, affectionate greetings, etc.
In the letter to officials, the semi-block letter format is used as this is the most serious and widespread.
