Finished is a conjugated form of the verb "to finish" (Finished to get to my house). Finished is part of the verbal phrase "carry out" (We must carry finished the plan to the letter).
The expressions "finished" and "out" are homophones, that is, they sound phonetically the same but their meaning is different and they are written differently. In orality, when we hear any of these words, we may not know if they are written together or separately, which is why they can sometimes generate confusion.
