The administrative ruling It is a legal concept that corresponds to the area of Administrative Law; This act is carried out when the decisions of the Public Administration do not have the character of decrees or resolutions, that is, they are considered as a procedure or communication without legal support or legal justification some.

Considering that articles 1 to 3 of the current Telecommunications Law provide as a citizen's right to access services under equal conditions of telecommunications and to receive a quality, efficient and uninterrupted service, with the exception of the failures that the service by its very nature presents.
Given that articles 1 to 5 establish the obligation of telecommunications service providers to respect the rights of users by providing them with clear, truthful and objective information about the characteristics of the products and services that offer.
The Secretary of Communications, in the exercise of his powers, resolves, through this Administrative Ruling, to dictate the following Rules for the connection and use of the Internet in the city.
Article I. The objective of these Norms is the creation of a control system for Networks, Domains and IP addresses.
Article II. This Secretariat will establish, through public bidding, the provider or providers that must provide Internet service in the City.
Article III. It is the responsibility of the Secretary of Public Works to develop the infrastructure, within the following 4 years, so that the city has a network of Internet access that is free and of high quality.
Article IV. In order to guarantee the continuity of the service, the Sub-secretary of Internet Services of the City is created, as part of the Secretary of Communications.
This Administrative Ruling will enter into force as of its publication in the Official Gazette of the city.
