An official petition is a document, different from the letter, that is intended to make a petition grounded so that a work act is carried out or to request items such as utensils, documents, merchandise, tool etc.
It is generally required that it be issued by an institution to its hierarchical superiors or inferiors, requesting or dictating something to be done. But there are also those of civil institution function, such as schools, industries, etc.
