Centralization consists of a situation of dependency that exists between all administrative bodies, and thus we have that these bodies are hierarchically linked to the highest public official who is the President of the Republic…"

Resume:
The hierarchical order of the public administration is staggered from the highest authority to the junior officials who will be in charge of carrying them out, but always with the consent and supervision of the principal.

“… The Negroes.- The Negroes came to America as Slavs. Upon the arrival of the first viceroy, the black slaves were very numerous in the colony, both by those who arrived legally, and by those who were smuggled. The blacks received the name of "CIMARRONES" when they retired to the mountains to live freely, and "MANSOS" when they lived reduced in the cities... "

Commentary:
It is clear that freedom and the struggle for it in colonial times was an essential part of American culture; but it was started by the black “CIMARRONES”, who revealed themselves before the abolition of slavery.
