Definition of Youth Guarantee

Young people between 16 and 30 years of age in most countries find it difficult to enter the world of work normally. Faced with this situation, public programs have been launched with the objective of facilitating young people's access to work. This type of program receives the generic name of juvenile guarantee.
Each country usually has its own youth guarantee model, since the situation of young people is not the same in a Nordic country, in Spain or in Bolivia. These programs are not intended for all young people but for those who are most disadvantaged for economic or social reasons. Youth guarantee programs are considered to be inspired by the principle of equality of opportunities. It is evident that a young man living in a troubled neighborhood and with her parents unemployed does not have the same opportunities as others to find a job. In this way, they are called youth guarantee programs because the actions carried out have the aspiration of guaranteeing the same opportunities for all youth.
General aspects of youth guarantee programs
The main action promoted in these programs is the training of young people to get a job. To do this, they are used resources public services that are normally managed by a state body (training centers, mainly).
Youth guarantee programs act as a second chance mechanism. In other words, when the education system Ordinary has not succeeded in integrating all young people, those who are outside the system are given an alternative, a second chance.

The situations of inequality They are very diverse and the profiles of the young people involved in them as well. There are young people in a precarious situation for reasons of disability, for adverse family situations, for living in rural areas, for having committed a crime or for belonging to an ethnic minority. As the situation can be so heterogeneous, youth guarantee programs try to respond to the different profiles.
One of the characteristic actions of these programs consists of carrying out internships in some companies. The administration and companies reach an agreement so that young people with difficulties can learn a trade and acquire practical training in the business world.
This type of action can be useful for the three parties involved: the young person has a job opportunity, the administration complies with its obligation to integrate the young person into society and the company that collaborates with the administration thus strengthens their social responsability as an entity, the well-known responsibility social business.
