I. DECLARES "THE DONOR":
1. That it is a public corporation, a decentralized body of the State, endowed with full legal capacity in accordance with article 1 of its Organic Law, published in the Official Gazette of the Federation, on January 6, 1945, and which has among its purposes to provide higher education and carry out research, mainly on national conditions and problems, and extend the benefits of the culture.

CLAUSES
